High contributions lead to high wages. The grants give citizens a safe alternative in case they are offered a job with too low wages or too bad working conditions. So it is not possible for citizens to pretend they want to create a big difference between the size of the allowances and the size of the minimum wages. Citizens are well aware of this. When they want to push back the contributions, this is to push down the wage levels. If you want it to pay off to work, the contributions must also be high!
