The social allowance must be designed in such a way that no one has to go homeless, if we are to be able to call our society civilized. It is important to work, but more important that no one has to go homeless. The social contribution is at such a low level, that it cannot be said to make it profitable not to work. However, it gives desperate people the opportunity to survive. For the same reason, it is important that the recipient of social benefits should not have to work in order to keep his social benefits. If such coercion is introduced, many people will risk not being able to qualify for the grant and thus becoming homeless. If a person works, he must also have a real salary.
