We can no longer expect to have the same job all our lives. In order to be able to qualify for future work, society must offer opportunities to receive financial compensation for studying when we are out of work due to illness or unemployment.
As I wrote in my previous post, due to efficiency, automation and globalization there are no longer jobs for everyone. Then it must be easy to be embraced by the security systems, which must also have no distant time limit.
But in order to regain use of the workforce, there should be ample opportunities for those who receive unemployment insurance, social benefits, sickness benefit or sickness allowance to study at university or labor market education and further education to keep their skills alive, to acquire new knowledge that can make them attractive on the labor market and to acquire knowledge that can replace that which has become obsolete.
In order to make it fair for those who collect student loans, you must first have used up your study funds to be entitled to study on social security, sickness benefit, sickness benefit or social allowance.
The financial compensation can be called development money and must be equivalent to the compensation you would otherwise have received from society. The knowledge must be geared towards adapting to the new working life.
