Citizens had really hoped that privatization would reduce unnecessary bureaucracy and other things that prevented efficiency and increase democracy and quality through increased freedom of choice in the public sector.

Whether looking at the entire sector or comparing public and private practitioners, the SNS researchers note a lack of measurable gains.
