Offering more opportunities for further education to make yourself more attractive on the labor market is good. It also provides the conditions for the jobseeker to get a job that requires know-how to compete on the international labor market. With our high salaries, we Swedes cannot and should not otherwise compete with e.g. China's low-wage workers.
The problem with increasing the requirements for jobseekers is just that both S and the Alliance want an equilibrium unemployment rate of 5% to keep inflation down. If the requirements are set in the wrong way, it only leads to the job seekers having to apply for more jobs without much chance of getting one. Whatever S does, they will likely handle unemployment more humanely and efficiently than the Alliance.
